DISCUSSION AND 48-HOUR OUTLOOK ------------------------------ At 800 PM PDT (0300 UTC), the center of Hurricane Celia was located near latitude 15.0 North, longitude 123.5 West. Celia is moving toward the west near 13 mph (20 km/h), and a gradual turn toward the west-northwest is expected over the next 48 hours. Maximum sustained winds are near 80 mph (130 km/h) with higher gusts. Some strengthening is forecast on Monday, but slow weakening is forecast to begin on Tuesday. Hurricane-force winds extend outward up to 15 miles (30 km) from the center and tropical-storm-force winds extend outward up to 140 miles (220 km).
