DISCUSSION AND 48-HOUR OUTLOOK ------------------------------ At 900 PM MDT (0300 UTC), the center of Tropical Storm Frank was located near latitude 18.3 North, longitude 109.3 West. Frank is moving toward the west-northwest near 12 mph (19 km/h) and this motion is expected to continue with some decrease in forward speed during the next couple of days. On the forecast track, the center of Frank should pass near Socorro Island on Saturday. Maximum sustained winds have increased to near 65 mph (100 km/h) with higher gusts. Additional strengthening is forecast during the next 48 hours, and Frank could become a hurricane on Saturday. Tropical-storm-force winds extend outward up to 90 miles (150 km) from the center. The estimated minimum central pressure is 998 mb (29.47 inches). HAZARDS AFFECTING LAND ---------------------- SURF: Swells associated with Frank will affect the coasts of southern Baja California and the state of Sinaloa beginning on Saturday.
