DISCUSSION AND 48-HOUR OUTLOOK

At 300 AM MDT (0900 UTC), the center of Tropical Storm Frank was
located near latitude 20.1 North, longitude 113.2 West.  Frank is
moving toward the west near 3 mph (6 km/h), and a west-northwestward
motion at a faster forward speed is expected over the next 48 hours.

Maximum sustained winds have decreased to near 65 mph (100 km/h)
with higher gusts.  Some strengthening is possible during the next
day or so.

Tropical-storm-force winds extend outward up to 80 miles (130 km)
from the center.

The estimated minimum central pressure is 994 mb (29.36 inches).

SURF:  Swells associated with Frank are affecting the coasts of the
southern Baja California peninsula and the state of Sinaloa.  These
swells could cause life-threatening surf and rip currents.  Please
