DISCUSSION AND 48-HOUR OUTLOOK ------------------------------ At 800 AM PDT (1500 UTC), the eye of Hurricane Frank was located near latitude 21.2 North, longitude 116.6 West. Frank is moving toward the west-northwest at 9 mph (15 km/h) and this general motion is expected to continue for the next couple of days. Maximum sustained winds have increased to near 75 mph (120 km/h) with higher gusts. Little change in strength is expected today, and weakening is expected to begin on Wednesday. Hurricane-force winds extend outward up to 25 miles (35 km) from the center and tropical-storm-force winds extend outward up to 80 miles (130 km). The estimated minimum central pressure is 989 mb (29.21 inches).
