DISCUSSION AND 48-HOUR OUTLOOK ------------------------------ At 200 AM PDT (0900 UTC), the center of Hurricane Frank was located near latitude 22.5 North, longitude 119.7 West. Frank is moving toward the west-northwest near 12 mph (19 km/h), and this general motion with some decrease in forward speed is expected over the next 48 hours. Maximum sustained winds have decreased to near 80 mph (130 km/h) with higher gusts. Weakening is forecast during the next 48 hours, and Frank is likely to become a tropical storm later today. Frank is a small tropical cyclone. Hurricane-force winds extend outward up to 15 miles (30 km) from the center and tropical-storm-force winds extend outward up to 60 miles (95 km). The estimated minimum central pressure is 985 mb (29.09 inches).
