DISCUSSION AND 48-HOUR OUTLOOK ------------------------------ At 300 AM MDT (0900 UTC), the center of Tropical Storm Kay was located near latitude 18.4 North, longitude 110.9 West. Kay is moving toward the northwest near 7 mph (11 km/h). A turn toward the north-northwest with a decrease in forward speed is expected to begin today. Maximum sustained winds have increased to near 40 mph (65 km/h) with higher gusts. No significant change in strength is forecast during the next day or so. Tropical-storm-force winds extend outward up to 60 miles (95 km) to the southeast of the center. The estimated minimum central pressure is 1005 mb (29.68 inches).
