DISCUSSION AND OUTLOOK ---------------------- At 200 PM PDT (2100 UTC), the center of Tropical Storm Octave was located near latitude 11.0 North, longitude 126.6 West. Octave is moving toward the north near 5 mph (7 km/h), but the storm is expected to meander or make a slow clockwise loop during the next few days. Maximum sustained winds have decreased to near 40 mph (65 km/h) with higher gusts. Additional weakening is forecast during the next day or two, and Octave could degenerate into a remnant low tonight or on Saturday. Tropical-storm-force winds extend outward up to 35 miles (55 km) from the center. The estimated minimum central pressure is 1006 mb (29.71 inches).
