DISCUSSION AND OUTLOOK ---------------------- At 900 PM MDT (0300 UTC), the center of Tropical Storm Norbert was located near latitude 21.0 North, longitude 112.7 West. Norbert is moving toward the northwest near 15 mph (24 km/h). A continued northwestward motion with a gradual decrease in forward speed is expected through Wednesday. A turn to the north is forecast to occur on Thursday. Maximum sustained winds have increased to near 40 mph (65 km/h) with higher gusts. Little change in strength is expected through tonight. Norbert is forecast to begin weakening on Wednesday and should dissipate by Thursday night. Tropical-storm-force winds extend outward up to 70 miles (110 km) from the center.
