DISCUSSION AND OUTLOOK ---------------------- At 800 AM PDT (1500 UTC), the center of Hurricane Felicia was located near latitude 15.0 North, longitude 121.6 West. Felicia is moving toward the west-southwest near 8 mph (13 km/h) and this general motion is expected to continue today. A turn toward the west is forecast to occur by late tonight or early Saturday, with a westward motion expected to continue through the weekend and into early next week. Maximum sustained winds have near 125 mph (205 km/h) with higher gusts. Felicia is a strong category 3 hurricane on the Saffir-Simpson Hurricane Wind Scale. Some additional strengthening is possible today, and Felicia could become a category 4 hurricane later this morning. Slow weakening is expected to begin by tonight, and continue through the weekend and into early next week. Felicia remains a small tropical cyclone. Hurricane-force winds extend outward up to 25 miles (35 km) from the center and tropical-storm-force winds extend outward up to 70 miles (110 km).
