DISCUSSION AND OUTLOOK ---------------------- At 500 PM HST (0300 UTC), the center of powerful Hurricane Felicia was located near latitude 14.8 North, longitude 123.2 West. Felicia is moving toward the west near 9 mph (15 km/h) and this general motion is expected to continue for the next few days. Maximum sustained winds remain near 130 mph (215 km/h) with higher gusts. Felicia is a category 4 hurricane on the Saffir-Simpson Hurricane Wind Scale. Slow weakening is expected to begin by late tonight or early Saturday and continue through early next week. Felicia remains a small tropical cyclone. Hurricane-force winds extend outward up to 15 miles (30 km) from the center and tropical-storm-force winds extend outward up to 60 miles (95 km).
