DISCUSSION AND OUTLOOK ---------------------- At 200 PM PDT (2100 UTC), the center of Hurricane Octave was located near latitude 16.0 North, longitude 123.3 West. Octave is moving toward the northeast near 6 mph (9 km/h). A turn toward the east and east-southeast is expected on Monday, followed by a gradual increase in forward speed. Maximum sustained winds are near 80 mph (130 km/h) with higher gusts. Little change in strength is expected today, followed by a gradual weakening trend beginning on Monday. Hurricane-force winds extend outward up to 15 miles (30 km) from the center and tropical-storm-force winds extend outward up to 70 miles (110 km).
